One size fits most adults, and that flexibility is the point: a felt pirate hat rescues anyone who shows up to the costume party without a plan. The black and white design reads as pirate from across the room, no explanation required.

Felt holds its shape even after being passed around all night, which happens with this sort of thing. Sold by the package (1 hat) or by the case (6 hats) if you are outfitting a whole crew.
